Adding a pump relay, swapping in quieter fans and swapping in a better CPU block (like, say, a Swiftech MCW6000) would all add up for a much better system than provided; the problem is, suddenly you've increased the cost quite a bit, and have two 120mm fans and a not-that-great CPU block sitting around that you pretty much paid for, but won't use--heck, it probably won't even be very easy to sell them, even if completely unused.

All sound measurements at overclockers.com are taken at 8", so it's consistent and easy and not too affected by background noise. Not unreasonable at all.
As for the block, I don't know what it's like but here is the inside of a slightly cheaper block from the same company:

I think these people might well be making rather good things. Maybe they'll review the block alone at overclockers as well.
