Extremely low power and quiet pc

I am trying to build a pc that will run 24/7. This pc should have a hard drive with at least 120gig on storage. It will run 24/7. What would the most quiet hard drive, and hard drive cooler be. I am also looking at a cheap, but deeply undervolting motherboard. I have a duron, I also have pure copper slk900 heatsink. I would love to also quiet down my power supply. The pc should run at a low speeds, cpu fan should be at low, I sohlud sometimes we able to run my cpu at full speed. Ill probally be using a duron900, or a better amd xp series. I will all the fans in the case running low and making enough air to cool my stuff.
Question, what are the best and most quiet fans. I dont want my cpu to overheat, when fan at low. Quiet fan to put in my psu, or possible to slower, but quiet fans for the psu. What are the best way of making all these possible. Possibly needs 3 fans, 1 to 2 in the psu, 1 cpu, 1 hard drive. 1 to 2 Case if required not a must.Please tell me what would be my best options. Even if I could ever buy a amd mobile, or amd neodeo, via epia anything. But right now trying to use my current cpus. Cheaping cheap.
