Thoughts on quieting Antec RM 4U22 w/ Phantom 350 PS, etc

I am new to the silent PC scene, but have built PCs since the beginning
of (PC) time. My latest uses an Antec 4U22, which is terribly loud.
I'm looking to quiet the case by installing an Antec
Phantom 350 PSU, Swiftech MCX-462V, and change all fans to Panaflo
L1As. I may look at rubber grommets, vga heatsinks, etc., down the
road.

I realize this is not the common tower where cool air comes in the low front, heats up, rises, and exits out the upper rear, but will do what
I can to direct airflow as much as possible. At this point, I do not
plan on reducing the number of fans, just swap them with quiet
versions. Down the road I may look at reducing the number of fans, and
possibly even isolating the PSU.

Asus A7N8X-E Dlx
AMD Athlon XP 3200 w/Barton / Swiftech MCX-462V / Panaflo 92L
1GB Geil Golden Dragon Dual Channel PC-3200
(2) Hitachi 120GB HDD
(1) Hitachi 250GB HDD
ATI AIW 9600 Pro
Sony DRU-700A DVDRW
Asus CRW-5232AS CDRW
(2) Panaflo 80L rear case
(1) Panaflo 120L front
