System instability, wondering if insufficient power supply

Ok guys I have built a pc an there is a little instabily, I was wondering if it is the Memory or the PSu, on rough addition I wonder if my psu does not deliver enough power.

Ok the components:
Asus P4s8x motherboard
Intel 2.38 GHZ cpu
Q-technology ultra quiet 400W psu
Asus V8460 Graphics card
Sony Dru500A DVD writer, Pioneer DVD rom, Liteon 52x CD/rW drive
Floppy
Memory OCZ PC2700 256mbx2, PC3200 512 mbx1 (I have tried the config without the pc3200 and it still is unstable so I guess it is not this entirely).
Added Promise 2x IDE PCI controller
HDD: Deskstar IBM 120GBx2, Western Digital 200GB x1 8mb, Seagate 80 GB x1

If it is the power mayeb I have them on the wrong lines or the total deliverence is too great.......... assistance would be apprectiated.

Also any ideas of decent alternatively supplies, reduced sound would be great!

WELCOME TO SPCR!! TJ2004,

IIRC, the Qtec PSU is based on the Fortron PSU and those are usually very good. Plus your system goes nowhere near the 400W mark so I seriously doubt it's the PSU.

My best bet would be on the memory. Try it without the PC2700 memory, or even better, try each stick one by one. If your motherboard is trying to go for 200MHZ FSB it could easily lockup with th PC2700 memory.
