Hi.

Is using a notebook hard drive (2.5") quieter/better than using a regular desktop hard drive (3.5")?

Individual drives vary--seems the 3.5" drives are making a bit of comeback in this regard. Probably check the recommended drive section here: link and also the Silent Storage subforum.

edit: also as a general rule, you will get better performance out of a desktop drive.

Depends on the drive. As of late, probably not, because desktop drives have become far better-behaved. This in contrast to the OEM 80 GB drive in my Dell D620, which has a constant high-pitched idle whine.
