Undervolting a pentium4-M northwood

I am trying to undervolt a pentium4-M northwood 1,6 GHz (a HP omnibook xe4500) with RMclock or crystalcpuid, but they do not show voltages and do no seem to affect the CPU. Can this be done?. How?.
