What is the current thinking as far as cooling 84W Haswell parts goes?

I have a 212+ cooling my Core 2 Duo system (rated 65W), and I generally sit at 35C idle, 52C full cpu load. The CPU cooler has a slow fan blowing towards a slow system exhaust fan.

Do you think I would need a cooling upgrade if I were to move to an 84W Haswell part? I know people talk about worse IHS performance on them. I'm comfortable with higher CPU temperatures (80C? I assume Haswell has TJmax >100C?) as long as the peripherals are not getting overheated.

(Also, has intel changed the HSF mounting since Core 2? Might I need new cooler hardware?)

Yeah, it'll run hotter. But, if you don't overclock/overvolt, then the 212+ should be ok. Here's the product page. Since it supports socket 1156 it'll also support socket 1150. Try it and see if it works for you.

That probably depends on whether or not you use the integrated graphics. If you don't, then the actual TDP will be lower. I'm not sure how much, but you can probably find the power consumption figures for Haswell's iGPU. I'd guess 10-20 watts

Providing you won't overclock that new CPU, you should observe an about 10°C increase, maybe something more (depending of the specific case), so IMVHO nothing to be worry about (about TJmax, given that an higher temperature shorten CPU lifespan, as a rule of thumb you should likely want to stay around 70°C at most).

Also, keep in mind that Haswell is a bit harder to cool. Smaller chip and not ideal thermal interface between core and heatspreader. You will see temps a fair bit higher than 52C but there's no reason to let that bother you. Up to 70C is ok as Luca says.
