Coil whine

Im having this coil whine. Not like I have heard before. It sounds a bit like a bird chirping around 12-15 times with small rest pause after that. I tried recording it with my phone but its too high to record.
But it drives me totally insane! . My computer is pretty quiet but this chirping is horrible! So im trying to figure out what is causing it.

I tried a different GPU -> still chirping/whining
I tried with all fans stopped except psu fan -> still chirping/whining
I tried a different PSU -> still chirping/whining
I tried another SSD -> still chirping/whining (not even sure SSDs can make any sound, but I tried it anyway)

Does this mean it is the motherboard for sure?

Help would be greatly appreciated, really cant stand this sound anymore.

Motherboard is MSI P67A-GD65. And I have a multimeter yes.

I meant a power meter, not a multimeter: I wanna know your AC mains, how much it is, and whether/how it varies when you hear that whine.

Last but not least, how many USB devices does your mobo feed?

Then I dont think I have a power meter.
For usb I only use a DJ controller. And sometimes 2 HDD docking stations. And sometimes a usb stick or 2.
Nothing special I think.

Sometimes mild brown-outs may cause whine: actually I had an ASUS and a Seasonic which whined when mains went under, I solver the issue with an UPS with AVR, albeit in both cases it was an oc'ed rig.

I can't help, but a cause of mobo whining may be the 5V power absorption through USB: in case, you may note whether whine occurs regardless of any USB load, or not.
Sometimes an external, maybe powered USB hub, may solve this kind of problem.

It seems that the chirping sound only occurs when the PC is idle. (or it is not hearable while the pc is under load)
Do you think a silent case (like nanoxia deep silence) would help much with the coil whine? I currently have a lancool k62

Your mileage may vary: it might either help or not, depending of whine intensity, case placement, your lucky star... did you try to pinpoint the actual noise source more precisely putting the rig out of the box, on a bench table? If the culprit were some determined caps/coils a bit of glue might help (either along with a new case, or even more than a new case).

Sometimes you can limit coil whine by changing one component - like the PSU or the video card. Another way is to put some hot glue on the offending coil(s).
