Which psu

I am about to purchase a new psu for a friend who only has a £45 budget tops, It has to be as quite as possible, unfortunatly i cannot find a review for the fortron source model here http://www.fsp-group.com.tw/russia/02_p ... TX12V-12cm as i think this may be best to go for. Also i could get the nexus 3500 which i have read the review for and the only thing that makes me hesatate is the fact that it has not got active pfc. Or there is this model here the hiper http://www.novatech.co.uk/novatech/spec ... HYP-425PSU

Any advice on which one would be best, would be greatly appreciated.

I think that all psus in europe have to have the active pfc by law.
so the nexus 3500 should be fine
what about an enermax noisetaker 370W? They are 48 from aria.co.uk

Actually, all PSUs in Europe have to have some PFC by law, but passive is allowed.
