Little tip: If you just leave the Panaflo (or whatever slow fan) connected for a few minutes, the PSU temp will go up, along with the fan voltage, and soon enough, the fan will start spinning. Once it starts, the temp rise in the PSU will naturally be arrested, and the fan will basically stay at min speed unless you're drawing a lot of current from the PSU...

Should be safe unless you're using it for a heavy app machine that get's loaded hard as soon as you power up. Even then I can't see it being a real problem.
