I've tried replacing the fan in the seasonic with several other fans, and found that none of them will start at the 4.5V that the PSU supplies to the fan at low load. I've tried PC Power & Cooling Silencer, Panaflo FBA08A12L and Pabst 8412 NGL. Anyone have any suggestions for a quiet fan that will start at this low a voltage?

Little tip: If you just leave the Panaflo (or whatever slow fan) connected for a few minutes, the PSU temp will go up, along with the fan voltage, and soon enough, the fan will start spinning. Once it starts, the temp rise in the PSU will naturally be arrested, and the fan will basically stay at min speed unless you're drawing a lot of current from the PSU... Should be safe unless you're using it for a heavy app machine that get's loaded hard as soon as you power up. Even then I can't see it being a real problem.

Changing the fan in my seasonic is my next plan!
