The fan controller might start at a higher voltage then drop it to slow down the fan. Apparently the startup voltage is ok because the fan starts spinning, but then the PSU lowers the voltage to the point where the fan stops spinning.

I've modded 2 80mm fan PSUs so far. Removed the fans, cut holes in the top of the PSU, put a 120mm fan in (if it can fit) or ontop of the PSU.
Then put the PSU back in the case upside down :) Works well.
