PSU modding electrical safety

Can the people in the know and/or those who've actually modded their PSU please post a sticky re safe way to discharge a PSU so that it can be safely opened for modding? And please, no "you have to unplug it for a week" or "poke it with a screwdriver" answers. And preferrably a detailed step-by-step guide, not some vague references to things only an EE would know or own.
I know this has been addressed before, but never in a definitive way, as far as I can tell.

By the way, all I want to do is switch my Enermax's 80mm exhaust to a Panaflo. Probably powered from the outside conectors, so I can rheostat it down.
