Anybody know if this fanless PSU utilizes active PFC?

No it doesen't, passive PFC only.

Ah, I see now that SiliconAcoustics is selling a special version made for USA power requirements - which (I believe) wouldn't be necessary if active PFC was being utilized. I guess this means this fanless unit could exhibit some noticeable coil whine then?

What is the difference between active and passive? What is PFC?

I wrote a brief discussion of PFC in the
Verax PSU review-- about the middle of page 2.If that doesn't tell you enough, give me a few days. I began working on an article specifically about power factor today.
