Q-Tec ATX 350W PSU Review?

Q-Tec ATX 350W Low Noise PFC Power Supply Ref: PWR_QT_13491

The specs say <27db

Has anyone got one or heard this PSU? Im just wondering if it really generates that amount of noise, plus im sure its gonna get noisier when its under load

i just want a cheap and quiet psu!
