Pico psu and electric shock.

Recently I built a compact pc with intel atom d425 (surfing machine).
I'm using 120w pico psu from ePona tech http://www.epona.com.hk/en/proshow.asp? ... 19&smID=44
with tft lcd monitor 12v 5A ac dc adapter.
I observed that motherboard, hard disk and cabinet gives electric shock.
If I use smps instead of pico psu there is no electric shock.
Yes I know that it's GND related problem but then how to fix it?
