PicoPSU - I don't get it

Heya,
I was wondering if someone can explain PicoPSU and their bricks? Because for me, it's a mystery. I'm not big on the electric stuff, I just connect up my computer and it works. Pretty much. When it comes to watt, volts and amps I'm clueless.
I get the general PicoPSU idea, DC/DC-PSU that provides x watt, and my computer draws y watt. What I don't get is the power bricks. How do they work? If I have an 80W Pico, do I need an 80W brick? If not, why? Could someone, in easy words, explain to me how these two parts work together, because after Googling and reading my ass off, I'm still no wiser. One page says this, another page says that. All I know that, if at all possible, I would very much like to avoid a brick with a fan. Or perhaps with one, as long as it's never triggered. I don't want a whiny fan turning on and off. Also, I assume you people who do silent PC's for a living know this pretty good;
I'm building a HTPC, with a 35W TDP CPU, one 5.400RPM disk (as green as I can get, any tips?), a blu-ray device. That's it. How big of a Pico/brick do I actually need for this? I don't plan to be continuously USB-things, just the occational
