PSU quieter than PCP&C Silencer MK III?
Shopping for a PSU and want something quieter than a PC Power & Cooling MK III 400W (which I think might be based on the S12 II - not sure), but not sure what kind of price range that forces me into. Would the Seasonic SSR-360GP be about the same, or quieter? Would I need to go semi-passive, or would a PSU with a quieter fan do the trick?

What are you powering? what components?
Seasonic G360 imo is a good option, but if you budget allows there is also Corsair RM450 or BeQuiet E9 400W.

Re: PSU quieter than PCP&C Silencer MK III?
I'm working on completing a semi-new system build.
I already have these parts:
Case: Silverstone PS07B
Case Fans: Stock Silverstone front intake 120mm 3-pin (x2), 1 rear exhaust Scythe PWM
Optical Drive: MSI DH-24AS
SSD: SanDisk Extreme II 120GB
RAM: Kingston 16GB DDR3-1600 (8MB x2)
I need to buy:
MB: GIGABYTE GA-H81M-HD3
CPU/GPU: Intel Core i3 4340 (HD 4600 integrated graphics)
I'm still deciding on:
CPU Cooler: CoolerMaster Hyper212 EVO or Noctua NH-U12S
PSU: SeaSonic SSR-360GP (G Series 360W) or ?
HDD: 1 quiet 2.5" or maybe SSD only
No video card (integrated graphics only).

The Seasonic 360 is fine for a lower power rig. I ran a 40~70W (AC) AMD 785 chipset HTPC for years with it. Quiet enough to be as low as the WD Green 2TB that was in there & way more efficient than your old PSU.
SSDs are so cheap now, I'd definitely go that way. For more storage, invest in a NAS box or build your own using low power parts.
For coolers, we have lots of deals on review samples.
