Different Firmware versions in Seagate Barracuda 80GB

I just bought a brand new Barracuda 80GB ATA IV that I was going to install in my Tivo. I noticed the firmware version was 3.19 (listed on the label)compared to my older one (Barracuda 80GB) in my pc which is at 3.10.
So I figured instead I would replce the old one in my PC with the newer drive and stick the old one in the Tivo. I did a full format/clean install of Windows XP and the new drive seems much faster. I know that a clean install helps but it hasn't been that long since I did my last clean install.
Anyway, my questions are #1, does the new firmware make a difference in speed and/or what else would the benefits be, if any?
#2, is it possible to upgrade the firmware in the older drive to 3.19. I wonder if there is even a newer version than that?
