What is the Quietest 250GB 'IDE' (not SATA) Hard Drive ?
Can anyone tell me the Quietest 250 GB IDE (not SATA) Hard Drive ?
I read that WD & Samsung are the Quietest BUT what is the specific 250GB IDE (not SATA) Model / Brand to buy ?
I checked the 'recommendation' page but it only lists SATA desktop drives but does NOT list any IDE

Most people won't notice a difference between them. I believe the Samsung is prone to generating a little more vibrations, but when properly suspended this point is moot.
If the difference between these drives is noticeable to you, then your ears are so sensitive that you may want to consider a 2.5" drive.
However, IDE makes the situation a little stickier. Most of the newer drives are SATA only and these are the very quiet drives (WD5000KS/AAKS and the Samsung T166).

There shouldn't be any real difference between hard drives of the same design with different connectors; the connector and its contributing hardware don't produce any noise. SPCR has a primer on hard drives for their different noise properties and a list of drives they recommend here:

WD2500JB, the old HDD. It has no generation mentioned in model name, so it may be 2 or 3 platter drive. Don't know 'til you pop the top cover off and that'd kill the drive. IDE, 8MB cache, platter densities could be anything from 80GB to 133GB.
AAJB... hmm... haven't heard of them. Sure, they intend to bring these 166GB platters to IDE drives as well, but they'll be available as AAKB (meaning they'll have 16MB cache instead of 8MB).

Seriously...
- you can't trust manufacturers on being honest with their own noise measurement
- even if they were honest, or if you used measurements made by SR, Anandtech or even SPCR, they mean pretty much nothing. Sound pressure level measurements do little to describe the annoyingness of a sound... even with A-weighting (such as dBA) which attempts to take properties of human ear into account.
