Silent cooler for Intel E2160

Need to find good cooler for Intel Pentium Dual Core E2160.
Have to build as much as possible silent media pc (tv/video).

I think I will be convinced with CPU cooler will cool up my cpu with fan stopped and run fan in low speed when it will be a some load on CPU (capturing TVstream or watching HD video).

What should I go with for my 30-40$.
Here is some ideas
- Scythe Katana 3 Intel (SCKTN-3000I)
- Scythe Ninja Mini Rev. B (SCNMJ-1100)
- Scythe Shuriken Rev. B (SCSK-1100)
- Cooler Master Hyper TX3

Can you help me in choosing one of these or advice other.

Note my price is limited with "wide spread models" so smth special I just will not find in my local i-shops.

Don't know about your price, but what you need is the ThermalRight HR-01 Plus. You probably will not need any fan.

In the alternative, the Akasa Nero is very quiet. It is reasonably low cost. And may be more available in Eastern Europe. It is certainly hard to find in the USA. Only one place carries it.

Of the three coolers that you have mentioned, the Ninja Mini is likely to be the best, particularly for fanless cooling. As long as you have some nearby airflow, such as from a rear exhaust fan, you should even be fine without a fan with lower CPU loads.

The Thermalright HR-01+ ces mentioned will be better, if you can find it.
