Aside from the provocative name, has anyone tried these devices? Are they really safe to connect to the fan headers on the motherboard? Does this extra 5 minutes of fan time really make that big a difference?

It's full of crap.
The opening line on that page that suggest that cpu temp rises after you pc has been turned off is a complete lie. The temp of your heatsink will rise as heat from you CPU conducts into it and there is no fan running to take it from the heatsink. But the cpu will be cooling down as the heatsink takes away heat without the cpu generating anymore heat of its own.

Unless of course other people are running computers that defy the laws of physics in which case it might have some value :)
