Papst vs Panaflo: cfm at low voltages?

I have a Papst 8412NGL. It makes a clicking noise so I haven't been able to use it as intake or exhaust. However, by modding my PSU and having the Papst blowing into the air intakes on the PSU and removing the PSU fan the clicking noise is not audible anymore.

However, there is quite a lot of turbulence when the air goes through the PSU so its not inaudible when coming out.

If I turn down the volt (around 8-9V) to an RPM of about 1100 RPM its not audible anymore. However, it doesn't seem to move much air.

I'm considering getting a Panaflo instead.

Anyone compared them cfm-wise at voltages of 5-8V?

The Panaflo seems to move a *bit* more air at 12V, but I the difference gets smaller as the voltage is dropped. Not sure if it is worth the trouble to change fans.
