You might wanna take a look at this.
Some manufacturers are not present, like Corsair with its latest lineup so post if you think they are better. Also there is a huge difference in what kind of noise fan produces so even if it technically is quieter it could be completely inadequate for anything considered quiet/silent.
Of all the manufacturers on that list only Scythe and Zalman exist in my country so please post if Scythe type of noise can be considered acceptable.
Other than that Corsair AF140 exists, so post where would you place it.
