Quiet 37cfm 80mm fan OR What does a 200W PS actually need?

I'm trying to reduce the noise from a Sunblade 500. There are two fans but I think most of the noise is coming from the power supply fan. It is a non-standard plug so replacing the entire power supply is not so simple and may not be practical at all.

Inside the power supply is an Superred CHA8012C 80mm fan.

Important specs are:
12V, 37CFM, 32db

In my searching, all the recommended fans are much lower air flow. The fans that have similar airflow are not significantly quieter and most are actually worse.

I am hoping that one of two things is true:

1) There exists a much quieter fan with similar airflow.
2) The fan is actually overspeced for the application. How much airflow does a 200W power supply typically need?
