Or check this one its so quiet to... i think its wise to think if your psu give ~ 40 db noise that you'll be fine with 30~dB fan?
Btw fan have speed regulator.

That's 44 dBA/1m when the PSU is working at absolute full power -- 475W output. The highest power demanded by any system we've examined -- AMD MP dualies, fully loaded P4-3.2 powerhouses, etc -- never exceeded 200W with an artifically high load (CPUBurn & 3DMark). In normal use, these system draw maybe 125W. Under 90% of actual use, the top-ranked PSUs in the recommended section will rarely go past 30 dBA; the best stay under 25 dBA/1m. The Enermax you mentioned measured 21 dBA/1m even at 200W output.

As for the hard drive, it depends on the hard drive and what it's doing.

Because unlike other review sites, MikeC specifies the distance that he takes the measurements at. In general, he measures at 1 meter. In the past (when that Verax review was), he took the measurement at 1 cm. I don't know why he did this, but I suspect it has to do with the fact that he didn't have the appropriate equipment to measure sound then. In fact on page 2 of the very article you linked, you can see that he had a much different tool at the time. Its measurements were very poor below 43 dBA.
As for our specs, where did you get that figure? 30dB at 1m is the LIMIT at which we consider a computer to be silent. Even at that volume, some of us aren't satisfied, Many of us strive for lower than that. And 30dB applies to the whole computer, not an individual component like a fan.
