i have a amd sempron 2800+ socket 754 on a SOLTEK SL-K8AN2E-GR which does support undervolting (which is why i bought it from newegg)
and i have it at stock speed (1.6ghz, 256k cache) undervolted to 1.075 volts, and while i've not tested it for prime95 stable, it is application stable.
i have the stock fan at 5v and stock heatsink. sisandra reports power consumption at 26 watts. at 5v cpu temp is 28C but without fan it climbs over an hour to 50C.
i've been thinking of getting an thermalright xp-120 which does fit SOLTEK SL-K8AN2E-GR and running it passive-fanless.

presumably your 25-28*C is at idle or 'normal use' since u haven't done any priming?
..anyway, with that sort of temp on stock cooling @5v, and taking an hour to get to 50*C, i would have thought that a XP120 would easily be able to handle it passively, atleast in an open case scenario (ie handling only the actual cpu heat, and with no secondary airflow) it may even level out just above 50*C with stock HS (how much is safe for this core??).. in the real world the heat of other components and confined spaces would make it a more complex question.. and weather or not u'd have any secondary cooling eg case fans, psu fan? (and what that is)
