Cooling Processors quietly

Searched around the forum, didn't find anything useful.

So come next month (June) I'm ordering a VIA SP1300. I've read reviews about any of the boards that have the fan, it's always a loud fan. So I did some research on 40x40mm fans.

I've narrowed it down to:
Ahanix SilenX 40x40x20mm 14dBA 3200rpm 6cfm Case Fan (CND$16)

Edit: Actually I'm not sure if it's SilenX or Ahanix SilenX (yes there is two SilenX's on the market hella confusing).

Just wondering if anyone else has tried one and if it adequatly cools.
Oh and I know of the Verex 65201237-KT fan, but that thing is psychotically expensive (US$55!).

I have no personal experience with via processors, but I have heard of people running them passively. I've even heard of people recommending zalmon, swiftech or thermalright northbridge coolers for them.
