What Is the most silent solution for cooling without overclocking, I might even underclock.
MY suggestions are the silverado or the swifttech MCX468U+ with the very quiet papst fan, what do you guys think?

First, check out the recommended heatsinks page.
Is this for a P4? If so, then the Zalman 6500B-cu is way up there, though I'd use a quieter fan than theirs.
For socket A, consider the Thermaright SLK800. I have been testing it and it appears to be better than anything else I have tried with a 5-7V Panaflo -- better by several degrees C. Will be updating the HS page soon.
Be careful about the Papst: they often have an annoying clicking that makes them noiser than a Panaflo.

Sorry I have an Athlon t-bird 1200 and probably upgrade soon to a Athlon XP 2200+ or somesuch. So i want a heatsink that will be good for both
I have looked at the heatsink page but I wasn't sure which one was the best for quiet operation as lots of people have said that the swiftech only works well with a noisy fan.

Thermalright AX-7 + a BIG (1-3 kg) heatsink on top of ax7 from your local electronics shop. You also need open desktop case (or no case at all) for zero-fan passive cooling.

The + series' main dif. seems to be a thicker copper base. Probably means it can absorb a bit more heat before that heat has to be dissipated (in order not to simply be reabsorbed by the CPU). But I think the main reason the SLK800 works better than the MC462A I compared (with low airflow) is fin density & spacing. The fins on the SLK800 are very thin, the spacing between them much larger than the gins. In someways, it's like a more tightly packed Zalman flower. In the Swiftechs, it is the opposite: the fins may occupy more space than the gaps between them. Thus, more air passes through the fins. I think with high airflow, the new Swiftech could be better (by the usual small margin), which is OK if you don't mind the noise of high airflow.
Well, my room temperature is 24 C, and I got my tb1400 running stable at 1311mhz, 1,40 V. After playing Morrowind for 10 hours, CPU temp goes to 68 C (with Asus A7V sensors, other mb's show 5-10 C too low temps). There is some arctic silver between AX7 and the big heatsink, and the temperature of the heatsink is 51 C.
I also have GF3 (elsa gladiac 920) with alpha pal8045 heatsink (no fan or underclocking needed), and a modified 300W ATX PSU with another big heatsink. I measured a maximum temp of 40 C for the PSU.

I'm using asus A7V, since the capacitors of my previous mb went broken, and I got this really old mb for free. I think the gf3 runs a bit too hot and destroys any nearby capacitors if it is used in a tower case. Alpha heatsink is connected by arctic silver thermal adhesive.

Right, I was a bit surprised at first because the A7V features a 200 mhz bus, which means you'd have to underclock your bus.
I myself run a t-bird 800 on one of them.
How does your gf3 (and the agp slot?) cope with the added weight of that heatsink, isn't it in the 500g ballpark?

Yeah, sure would like to see pics of an 8045 on an AGP card! I have a golden orb on my geforce which weighs in at around 250~300g. It doesnt seem to cause any stress to card or AGP port tho...
Also could you post a couple of pics of your PSU too? have you changed the heatsinks inside it?
PS will post pics of my GFx card when i get home, and you'll also be able to see how i ghetto rigged a 80mm panaflo onto my old Slot 1 800EB!

Golden orb ziptied to a Geforce 256 DDR, and a bit of the 40-80mm homemade ghetto fandaptor.... notice the artistic soft focus*
heres a bit more of the 'fandaptor' and a view of the 80mm fan i shoehorned into the bottom of my PSU
the Golden orb rests on the PCI slots so doesnt bend the AGP card at all. The 800EB machine seen here is now doing service as my parents internet/email machine. It has 3 L1As at 5V and is sooo silent... but my dad wants the HD in a removable caddy, so wont put it in the silentdrive i have lying around spare... such a shame

I think I will put passive heatsinks... or some sort of low-rpm fan cooling solution on my gfx card, I already have passive heatsinks on my ram chips, what's left is the two VSA-100 chips running at 166 mhz.
By the way, this is sort of what my hsf looks like;
It's a PAL 8045 with a 80/120mm fan adapter, the only thing that differs from that image is the choice of fan. I'm using a undervolted Power Cooler 120 mm fan (normal mode (12V) = 27.73 DbA, 57 cfm).

Am i seeing things or do you also have a peltier (TEC) on your Gfx card too? Also how good do you reckon the heat transfer is between the AX7 and your BIG heatsink? Obviously its enough but just wondering...
And id the heatsink in your PSU just ASTE'd to the flat tops of the stock heatsinks in your PSU?
Again, nice work! can we get some views from the side as well?
