P4 2.6 (will be 3.01 on saturday), 1 gig 333 ddr ram, ge force 4 mx 440 128 mb ram, 2 x 80 barracuda 7200rpm, 48x burner, lcd monitor.

It is an excellent starting point. I can't quite make out the PSU, but he's got the rigt idea with that MX440 and the Cuda's. The HSF, I am not too familiar with the stock Intel one, but I would imagine its not "too" bad. Undervolt it a little and slow down the fan or replace with some big copper thing
