Got my self a powercolor 4870 "PCS" with a small hope og SPCR-standards but ended up with the worst cooler I ever had, dont know what to compare with, but for u who remembers the 1900XT this was way worse
So thigs had to be done, in my drawer i had some 14cm yate loon fans (1000rpm) and a 7V adapter. (fan is 6 dollars @

4 screws for the plastic and one for the fan to remove.
14cm is easy to fit on the heatpipes. all in all 5 minutes work, and 5 minutes more uf u add new paste. temps are great @ 600 rpm : coretemp 49/72, and i it silent.
think club 3d uses the same cooler as powercolor.

this way it should not be a problem making a SILENT 4870 x2, just need the cooler.
