Is Arctic super silent 4 ultra TC S478 quiet?
And are there ways to control the fanspeeds?
Hi, the TC part of the name is "Temperature Control." That is there is a thermistor, likely jammed in the heatsink fins, that controls the fans speed.

I would guess it will be pretty quiet unless you are running a high power CPU. I guess a fanmate, or the like, could be used to shift the fan speed down, at the expense of higher temperature. What CPU are you hoping to cool with it?

Motherboard: Asus P5QL Intel P43 ATX DDR2
CPU: Intel pentium Dual core E5300 FSB800 2.6 GHz box
Cooler Arctic super silent 4 ultra TC S478
RAM: Kingston Value RAM DDRII 2 GB PC667 (*2)
Harddisk: Seagate Barracuda ES..2 500GB Sata 32MB 7200RPM
Graphics: ASUS GeForce PCI-E 9600 GT Silencer 512 MB 2*dvi

I have direct experience of these; but that goes back over four years ago to a Pentium 4 socket 478 system that I had. And that's the point - the Arctic super silent 4 ultra TC S478 - as its name suggests is not suitable for a socket 775 motherboard/CPU combination.
The modern day equivalent, I guess, would be the Arctic Cooling Freezer 7 Pro which is suitable for socket 775. As to quietness, the limitation is the 92mm fan but as it is a PWM device it will turn over at fairly low revs at idle but will speed up when the system is under load to a maximum of around 2500 rpm.
