With the processor idle, the power consumption is mostly by devices such as RAM and the chipset (north or south bridge chips) -- and these are similar in each system.

The TDP numbers are a guide for system designers to make the cooling performance as needed -- they represent the typical maximum power under a full load. Light load power is very different...

Intel has done very well bringing the idle consumption of the i5 to the same level as Atom.

The big thing to note here is to look at how they are being measured. The Atom is total system power in AC watts. This includes the entire board plus the efficiency of the power supply. The i5 is DC watts of just the CPU plus the VRM efficiency and doesn't include anything else on the board. Atom CPUs probably only use about the same amount of power under load as the i5 does at idle. (5W) Not to say the i5's aren't awesome in their power usage, but that the Atom is in a different league. And the same can be said in the other direction for actual processing power.
