Hi, I would say if one fan clearly isn't as it should be and the card is new (ish) then it's perfectly reasonable to RMA it. Especially as, presumably, bought as a low noise solution. I would suggest contacting the retailer of the card, they may be able to give you an advance replacement, ie send you a new one then you send to old one back, usually need credit card details to do this.
