2 TB 5k rpm, Samsung F4 HD204UI or Seagate ST2000DL003 Green

I want a fast at read/write bulk big/small files, economic (prices are similar to each other), reliable (cannot afford another crash) and silent 2 TB HDD at (at 5k segment for price) for constant use

At real time conditions they say 7200 rpm harddisks are already %30 faster than 5k rpm harddisks (does that true), StorageReview.com reviews say F4 is better than Seagate but howcome it is if 5400 k already slower than 5900

I suppose this one is for reconding camera outputs 24 h / 7 days therefore it is expensive/reliable

You need to rethink this. You can not prevent crashes.

I'd get the Samsung but the Seagate should be nice as well. WD sells inferior units under that name so you don't know what you're going to get if you buy that.
I'd ignore storagereview.com.
7200rpm is faster than 5400rpm, assuming the same platter density. But there are lots of things you can tweak and which make a bigger difference in many cases. The most obvious would be to get two cheaper drives.

well seagate 5900 rpm 64 MB cache SATA III (tough it doesn't matter SATA III bandwidth speeds not reachable anyway) 5 USD cheaper,

specs in bel in storagereview tells seagate is quiter, yet spcreview says samsung is quiter

samsung 5400 rpm 32 MB cache SATA II uses less power but doesn't matter to the electrical bill

I trust samsung more, but seagate bought samsung hdd factory anyway

One drive missing in your list is the just reviews and editor choice award Hitachi Deskstar 5K3000 2TB 5940RPM Hard Drive, this drive and samsung f4 are the choices for cheap storage or the favorites among the people building storage servers. Personally i own 4 5k3000 and fairly happy with them, good performance for storage drive, and one of the last 512 drives (old format), the Samsung F4 and WD Caviar Green 20EARS are both 4k advance format, this is not important if you are using new OS like Win7, but my server still runs WHSv1 which is based on Server2003 that doesnt like advance format drives, there are work around with jumpers and prealigments, but to me its just better to go with standard old format drive, this is the main reason i chose the drive, i had such a good experience that im planning to upgrade my server with 8 more 5k3000. Now if you want the questiest, then go with WD green cavairs, i just dont trush WD anymore since i had lots of failures lately.

Go with whatever you like or have available to you, but cross check about advance format and win xp, so you know what you will have to do once you get the hdd, since its not an OS drive i think its going to be easier since you can have a aligment program like gparted to do it, but its best for you to read on advance format on old OS like XP.

Windows 7 supports 4k advance format drives so for new users there is no issue, win7 will align it properly. Now win xp might not, I just google couple of sec, and found

Windows XP will Have Issues with Advanced Format HDD's
Western Digital’s Advanced Format: The 4K Sector Transition Begins
Exploring WD's Advanced Format HD Technology
Will it break Windows XP compatibility?

Google more, go into storage forums, read, and see if if this will be an issue for you and XP, there are other solutions, its not the end of the world, you can prealign the hdd with 3rd party software like gparted (i think dont take my word for it), WD and Samsung has their own software, some even have a jumper setup, personally i just avoided new advance format drives on my WHSv1, but on my laptop and desktop i don't care, so i go for whatever is best atm, even 4k advance format drives.
