"The most interesting aspect of the cooler is that it doesn't attach directly to the CPU using thermal paste—which isn't possible given it's always spinning. Instead, it sits a mere thousandth of an inch above the processor, which creates what's called an air bearing that's actually just as efficient at transmitting heat."

Sandia hopes the cooler's design will scale up and take off in a number of industries, including (obviously) PC uses...

I remember that thread well, and I thought that the invention's creator, who participated in the thread, was given a harsh and unfair reception. I'm delighted that it's coming to market so soon, and can't wait to see it in HVAC.

I'm not sure I'd say he was given such a harsh reception. I'd be the first to admit I posted comments before a complete read of the white paper, but the discussion was lively and in the end, a public understanding was reached between Jeff (jkoplow) and myself.

The new video is much more promising, but the >2000rpm motor sounds pretty bad, even though the spinning heatsink, makes very little noise once the motor is turned off. I haven't paid enough attention to the noise of little electric motors by themselves... I think they could be quieter than the one recorded in that video.

It looks like for this device every change in size would require a significantly re-engineered design and a different set RPM. And every change in design would require a different size and RPM. Lots and lotsa computation required.
