There has been some discussion of this cooler before. Similar to the recent NoFan cooler reviewed here at SPCR in being passive perhaps and again it suffers from most of the same problems. Hardware Secrets weren't that impressed:

Can this or NOFAN cool passively a 35-watt TDP haswell?
would it be possible to build a fanless seasonic PSU + 35-watt (or less) Haswell + (no GPU) + Zalman fx100 + SSD storage fanless PC?

we know that back in the days of the 286 386 486 cpu had NO heat sink, and in pentium they had a heat sink but no fan
so around 10-15 watts a CPU can be cooled passively
what's the upper limit in watts for NOFAN? 35 watts?
sad thing though is that SSD is too small and a 3TB is nice but then the HD becomes the most noisy part

if you wanted to build a passive cooled pure silent pc, not gaming, what components cpu motherboard and cases would u use?

However, unless you are in a dead-quiet room, you probably won't notice a slowly spinning fan, in which case a much cheaper solution would probably be a Thermalright Macho HR2 close to an exhaust fan and a normal tower enclosure.
