Looking for advice on new build, fairly quiet

Hello,

I've picked a Xeon processor because I can get it cheap (compared to an i7) and could use HT while streaming games (compared to an i5). Not looking to overclock I picked a cheap motherboard. As for the PSU I recognized 500W would be enough. Not too sure if the be quiet! E9-500 is the best quiet choice. I picked it because it seem priceworthy, the same goes with Cooler Master Hyper 212 EVO. GTX 660 should be enough for the games (StarCraft II, Civilization V, Football Manager) and programs I am using.

CASE: Antec Miditower P182B ATX
MOBO: ASRock B75 PRO3 ATX
PSU: be quiet! Straight Power E9 500W 80+ Gold
CPU: Intel Xeon E3-1240V2 4-CORE 3.4GHZ 8MB S-1155 BOX
CPU-FAN: Cooler Master Hyper 212 EVO
GPU: Asus GeForce GTX 660 2048MB DirectCUII OC PH
RAM: Kingston 8GB (2x4GB) CL9 1600Mhz HyperX Genesis
SSD: Samsung 840 EVO 120GB SSD SATA/600 TLC
+ Old HDDs: 2x 7200rpm 1TB, 500GB 5400rpm

Any ideas on the build to make it perform better and/or more silent? I'm not looking for the most quiet computer but something that has a fair balance between price and noise/performance.

What's your monitor resolution?

FYI, Football Manager is the only one of those games that will make use of 4 cores + HT. Granted, it's a nice speed bump for that one game.

1920x1080

I primarily chose the Xeon for streaming purposes

Edit: There's no major faults in the build? I'm most concerned about the psu and the mobo

Your component selction seems like a good starting point.
First you need to identify the sources of noise in your PC.
What's bugging you more, hard drives, fan(s), ... ? If so which one?
When is it the loudest? When you load the CPU, the GPU, access the hard drives ... ?

It's a pretty straight forward build. I wanted to know the monitor resolution before commenting as it has the biggest impact on how much cpu/gpu you need for your games.

Gfx: The games you mention aren't gpu intensive, so the GTX 660 is all you should need. The Asus card is a good pick.
Case: P192B should work well. Older design, so might not be the quietest case fans. Try 'em and see. Another possibility is the Fractal Define R4.
Mobo: mixed reviews at Newegg. If you want Asrock, the H87M Pro4 is better rated amongst owners.
CPU cooler: Check out the Scythe Mugen 4 review.
SSD: Nicely reviewed, decent specs, consistently good mfgr. Downside is it's only been out a month and it's a new controller..so no history, yet.
HDDs: 3 HDDs. so, might have some vibration, seek noise.
PSU: Be Quiet! makes decent/quiet PSUs. Your load power probably won't ramp the fans.

I'd vote for a different case too. The P182B is a proofed case, but not worth the hassle to get it silent and cool, you can have better out-of-the-box solutions for comparable money. I personally dislike the chamber concept of those Antecs.

In addition to the mentioned cases i'd throw in Nanoxia DS1 or DS2. Another thought would be to look for a case with 5.25 bays to suspend your 3 HDDs, because vibration/seek noise could become an issue.

Idk how are the prices on Sweden for hardware and since you are building on budget, idk if my recommendation will apply.

CPU-FAN: Cooler Master Hyper 212 EVO, i would go with Scythe Mugen 4 since you are on EU.
GPU: Asus GeForce GTX 660 2048MB DirectCUII OC PH, I would go MSI GTX760, faster and similarly priced, but on EU might be more expensive.

+ Old HDDs: 2x 7200rpm 1TB, 500GB 5400rpm Not fine, but if you need them thats up to you, i would probably try to change to WD green/red single larger drive for storage

I think you bought the Ivy Bridge Xeon already, but if you hadnt, i would have recommened a newer Asus B85 that comes with FanXpert2 + Intel Xeon Processor E3-1230v3. For me somone that its looking for quiet setup, Asus FanXpert makes things a lot easier to mange, test and setup, even the included fans might work fine, easily i would pay $30 extra just for it between brands of motherboards, but this is up to each persons needs/desires/budget.
Mobo: mixed reviews at Newegg. If you want Asrock, the H87M Pro4 is better rated amongst owners.
He is going with ivy not haswell.

I have the MSI GTX 660 and MSI GTX 760 and I can attest that both are very quiet. I currently use them in older P180B Antec cases. The P180B appears to handle the TDP well from the GTX 760. However, any higher and it may not be as quiet due to an increased required cooling capacity.

I have removed the front drive cage and mounted an intake fan at 800rpm with the fan in the back at 900rpm and the top one 500rpm.
