A Seasonic S12 can reach the connectors on the DFI (although you might not have enough lines to power all your devices while using the MB floppy and molex connectors as well, which are a bit out of the way... depending on your setup, of course).

Also, if the panel is actually hitting something when it vibrates (rather than the vibration alone producing the noise), applying some insulating materials to separate the two surfaces might be more beneficial.

You definitely used the wrong screws. The ones you used were designed for the Sonata/BQE/P180 drive trays. The large flange is to fit over the grommets on the drive trays. Most sites I've seen that list two fans usually list the 38mm and the rear fan as "Standard", and then list the blowhole fan as Optional.
