A Seasonic S12 can reach the connectors on the DFI (although you might not have enough lines to power all your devices while using the MB floppy and molex connectors as well, which are a bit out of the way... depending on your setup, of course).

Also, if the panel is actually hitting something when it vibrates (rather than the vibration alone producing the noise), applying some insulating materials to separate the two surfaces might be more beneficial.

A mass loader should help with this. Applying it will add a significant amount of mass to the side panel, thereby changing its resonant frequency and hopfully reducing/eliminating the vibration.
