From my experience I would say yes. I run an XP2400+, R9800pro and NB all used to be cooled by a single BIX and more recently 2x BIX. I've run it before (and have this version) and its dropped my temps maybe by 1-2C on average. I have heard that depending on the board/chip combo that it has upto 10C on some systems.

A good 350w PSU like that should have no problems what so ever with that system.

The Powercolour R9800 may be noisy depending on its cooling solution. If its not got a Zalman fanless cooler, that may be a good way to go. I remember my R9800 was noisy before I watercooled it :D

Build a massive loop up into your loft and put a rad made of copper tubing in the cold water tank. That way it cools it to similar temps as the cold water in teh mains but doesnt waste the water. It will be a mighty loop tho and need a pretty big pump ;)
