From the idle power consumption figures I'd say that Cool 'n' Quiet simply wasn't working. You may want to consider undervolting your A64, too. Undervolting the CPU will reduce the amount of heat it dissipates enabling your cooling fans to run more slowly and therefore more quietly. Pretty sure that the answer is no. In fact I don't believe the Zalman VGA coolers will even fit in Shuttle cases without modification.
I'd suggest you check out the forums at www.sfftech.com where there is plenty of discussion about what can and can't fit into a Shuttle!
