Do ATX supplies require connection to a MB for operation? I know that there is an PS enable pin on the 24 pin MB connector but am unsure if this pin can float and allow the PS to power up.

I have a Seasonic S12-430. Why I ask, is that my Seasonic does not power up on the bench by itself.

I believe the newer 775 processors use a different fan assy. They are 4 pin pwm controlled (via MB). The actual speed of the fan is controlled by CPU temp and power usage. I'm in the midst ot building a new PC and have a question on what version of PS I should purchase. I've narrowed the choices to the Seasonic SS 420(or 460), ST400, and S12 420.
