Go for the standard RAM. I doubt you'll be able to notice the difference in latency. I swapped 512MB of 2-2-2-5 Kingston RAM for 1GB of 3-3-3-6 Samsung and couldn't percieve the difference in latency.

I'd expect that the ticking is coming from one of the fans. Put your finger on the hub of each fan (not the blades!) to stop it for a few seconds. Undervolting is the usual culprit. I don't know whether this helps, but I was able to run my 6600GT + VF700AlCu passively in a system with two exhaust fans (a Nexus 80mm at 12V and the stock fan in a 300W Antec Smart Power ~1600-2000RPM).
