Yes, the fan is always on but inaudible in operation below 300W.

TP750 is the quietest PSU I've ever had, compared to:
Antec Earthwatts EA430
Antec Earthwatts EA500D
Seasonic S12-330
Corsair VX450
The Seasonic and Corsair both had a little coil whine (not much), the Earthwatts had fans that were loud enough to mask any.

Remember that server cases are not usually ideal for moving air quietly. The only reason they keep cool is they usually use a lot of high-speed fans. There are many cases that will keep you equipment cool. The Lian-Li recommended by the previous poster is ok, though I don't like the sideways oriente...

You have to edit the BIOS with RBE to get it to go below 20%. Mine stays there @ 1580rpm. I've only seen it go up to ~1800rpm when I maxed out Crysis Warhead. Couldn't get it to do it again... A lot of car audiophiles use Optima Spiral Cell batteries when doing dB competitions. The deliver a lot of power, can be deep cycled and keep the voltage up as the battery drains. Most batteries will drop the voltage as the charge is used up, which most electronics don't like so much...

Maybe on a cheapie, lightweight aluminum case.
On the P183 you should be fine. If not, you can cut little hunks of foam to use as gasket material between the case and PSU at the screwpoints. You could also buy a silicone PSU gasket, but it's a waste of money, IMO.

You need to look up some of Bluefront's old post. He was a master of filtered positive-pressure case-mods. He had a couple cats from what I remember and everything had to be filtered.

The TruePower New 750 is very quiet. Quieter than my VX450 and S12-330 and way quieter than my EA-430 and EA-550.
I can't comment on how quiet the Corsair is, but with regards to the power, what hardware would you be running that might require more than the TPN-750 can quietly provide?

Scythe Mugen 2 is a very good cooler. Not that expensive.
Megahalems was a decent cooler when it came out.
Noctua's 14cm towers are very good as well.

It is big, but it's tall enough to avoid any issues with most motherboards. RAM clearance can be an issue if your RAM has tall heatsinks. I've had good luck in the last few years with G.Skill RAM (most recently the Ripjaw DDR3-1600). They usually have low voltage modules at a low cost. Never had any stability issues with them.

Acrylic cases are a terrible idea for a few reasons: 1) Light weight and stiff. This means they vibrate horribly when components are put inside. 2) Electrically non-conductive. It's likely coil buzz on one of the mobo components. It's common enough, especially when components are push with extra voltage. There have been various attempts at solving this problem, including covering the component with hot glue.

I believe you have to get an mCubed HFX case to get it (or make it work for that matter).
But if you are in Europe, you may want to look for mCubed BorgFX. it looks like a similar CPU block/heatpipe combo that's available separately. Probably won't work with another case though.
