If you must have a new cooler for two fans the Noctua NH-D14 and the Thermalright Silver Arrow are your best options. I recommend Thermalright (I always do and use them exclusively) as the fans that come with the Silver Arrow are better than those of the Noctua NH-14D. You shouldn't expect too much...

How about option 3: replacing just the fan? The Zalman cnps 10 is a good heatsink, the only problem is the loud fan. Get a Scythe PWM fan and some zip ties. If you have a choice between the Opteron 144, 3000+, or Venice CPU's, I'd vote for the Opteron. Most of the steppings o/c very well on stock voltages (which is good for your Asrock board). I'd check on some of the dedicated o/c forums for more info, but I'd be more in-favour of the 1Mb L2 cache too.

You should find a number of good tips around here for hard-disk suspension. The SLK3700 does allow for this, although improved cooling may need to be considered.
