Here's my own input. I chose Nexus/Yate-Loon for their low-speed sleeve-bearing models (e.g. D12SL-12). My other top contenders are the Scythe S-FLEX series and GlobalWin's NCB fans.

You could always try undervolting:

If you run at 1.025v your CPU's TDP will be just 35W max. At that output, even the stock HSF won't have to spin up ;)

Scythe S-Flex is almost as quiet as a Nexus at a given airflow, but be aware that they DO NOT like PWM. My samples buzzed with PWM, while the Nexus/YL samples did not.

OK, it looks like I've found the low-voltage limit. If I go any lower at this speed, I can't pass Prime95:

2.4 GHz @ 1.025v, 109W idle, 133W Prime95, 134 TAT

That comes out to a maximum TDP of 35W. I think we've found our new undervolting champion :D

Updated my first post with results using EIST and C1E. Stable for 12 hours of Prime95/Orthos:

2.4 GHz @ 1.1625, 117W idle, 145W Prime95, 146W TAT

I'd love to know what the TDP of this CPU is at this point. Anyone want to take a guess? I'm going to trying dropping voltage down further :D

Just to mirror the above comment: get a medium speed Yate Loon fan. You can get the D12SM-12 which has a higher top end of around 1600 RPM vs 1350 of the L version. The Scythe fans are also very good (although acoustically a little behind the YL) but in my experience they have problems with PWM.

I've used the elastic suspension method MikeC recommended in many of my builds. It's very secure, tough, and best of all--cheap! Thankfully my new Antec Solo uses the new fabric/elastic O-rings, so I doubt they will ever break.
