Don't worry about the VGA port, just use the onboard graphics and find a low profile 3450 with a DVI and HDMI port and then get a HDMI to DVI converter (they look like the DVI to VGA ones that are packaged with most cards). This kind of improvement in operating voltage is pretty common at the start of the product cycle of Intel CPUs. I know this is true with AMD and their APM method, but I thought Intel used a Copy Exact method for its fabs i.e. tweaks are made in the R&D fab and then pushed out to the production fabs...

Some more in depth details would help i.e. Motherboard version, CPU details as per CPU-z, etc. The best change you can make is lowering the voltage but a lot of older machines don't allow that. The most likely change you can make is the FSB, setting it lower than what it currently is (most like 200)...
