I usually don't talk with half-learned guys but for you I'll made an exception because you enlighten my day. Heat grows with POWER OUTPUT. The more power the cpu consumes, the more heat is generated. Amount of heat has nothing to do with frequency..it could be running at 100hZ and still put out 95W ...

If you want a fanless heatsink Z600 is the best followed by Scythe Ninja2 + Stabilizer.
Prolimatech is a beast which shine in high airflow and TDP.

Nope. You should disable EIST/C1E only if your overclocking is not stable. Otherwise you should leave them enabled because you can reduce heat/power consumption when your CPU is in idle.

Yep, your CPU is stuck at 40°C. It's common for 45nm CPU, don't worry. Take RealTemp, close all all unnecessary background programs and do a CPU Cool Down Test. Post a screenshot at the end of test.

I can tell you what my friend (who works at our Corsair/Antec/Sirtec/BFG/Scythe importer) told me: he never hear a more silent PSU than CP-850 from all the PSU's that they have imported. And not only in idle but in full-load too.

EVGA 260 GTX SC and Signature 650 user here. PSU is dead silent and my GTX coil whine ONLY in ATI Tool (you know, that hairy spinning cube :lol: ) and I hear it ONLY with my case open (P182) and my ear close to GPU.
In games, OCCT, FurMark, 3dmark I don't hear coil whine neither from my GPU or PSU.

SpeedFan starts only when you're logged in. I understand that your rig cannot POST so it looks like a hardware problem to me rather a software one.

Man something is awful wrong! Stop testing and look at mounting.
Two of your cores were in thermal throttle and remaining two were very close to throttle.

Yes, you're right. Setting 0 in SpeedFan is like setting 21% in QFan. MB doesn't all to turn off CPU fan. :(
System fans are fine, I can turn them off but not for CPU fan.
