I own a H61 board--a Gigabyte H61M-D2P-B3. You can undervolt it--or at least change the dynamic Vcore.
I managed to shave off 8 watts or so on a Pentium G620--it's pretty low end, but still Sandy Bridge.

Just ordered one; I wonder how it will handle as a low-power server.

It's kinda funny, though. Thermal rating for the Core Solo is 31W. The maximum recommended thermal rating for the product is 27W. I wonder if that means I can try putting in a Core Duo with same thermal rating?

If you don't mind going the "desktop/media center" route, NSK2400 actually seems pretty nice. You can swap out the PSU on that thing to a Seasonic and such.

As for tower cases... I'm brain-dead and I'm using silenced eMachines case. I have nothing for you. :(

With the right motherboard the non-C'n'Q "E6" revision Sempron 2600+ can run cooler than any of the C'n'Q E6 chips. I didn't know that; it might be an okay idea to try underclocking then. But then, I honestly don't want to semi-permanently make my chip slower... if the stuff on my computer fired up...
