Well, I think if you could fill up the case with water and throw in a good quiet submergible pump like an Eheim 1046, the thing would probably work better both perfomancewise and soundwise. Nice post.However, you say the D5 requires 12V to start so you were looking for a fan controller that provides 12v on startup, but the built-in voltage regulator doesn't it startup the fan on any of its settings,even the lowest one. I don't think any kind of washers are effective.I have tried the the Vantek fan dampeners and I was totally dissapointed.
I think the only worthwhile products for fan vibration dampening is the ones sold by www.quietpc.com developed by AcoustiProducts.There is also a review of these on SPCR.

The weird fan specs that Firetech reported seem to be corrected now because I did not find them in the EU scythe site nor in the USA one. I forgot to mention that the Laing D5 is the same with Swiftech's MCP 655 new version (not the old one!).
