For clean holes I prefer to use a drill with a circular hole cutter bit. Same as for cutting a fan hole, just with as smaller diameter cutter bit. OK, we all agree that the NB heatsink should be turned 90 degrees. You might also consider replacing it with something taller (like one of the Zalman NB heatsinks), but you would have to cut away part of it to get it under the CPU HSF. Flipping the power switch on the PS will not drain it. Unplug the PS from the wall outlet and leave its own switch in the ON position. I've had a few fans that have trouble starting at 5V so I always run them at 7V from a standard molex by spanning the +12(yellow) and +5(red) lines. The difference in noise isn't that much to me and LED fans look brighter. It's more reliable than 5V and silent enough for me.

I've used the Zalman 7000 series on 478 P4s in the past. Newegg has the AlCu version (much lighter and nearly as cool as all Cu) for $30 also. It comes with a manual fan speed control.

The P150 is in Ottawa (eastern Canada) for $187 (Cdn) = $159 US at a local shop, RB Computing. No indication as to the colour though. Excellent store.
